Dried jalapeños have a much more concentrated flavour than fresh peppers, so you will need to reduce the amount of dried pepper dramatically. Typically a 1:8 ratio is recommended. For instance, to substitute 1 tablespoon of fresh jalapeño, use 1/8th of a teaspoon (about ½ gram).
