Will icing sugar and margarine make butter cream?

Icing sugar and margarine alone cannot make buttercream. While icing sugar provides sweetness and margarine adds richness, other ingredients such as milk or cream, vanilla extract and sometimes eggs are necessary to create a stable, smooth buttercream frosting.
