For the cake batter:
- In a mixing bowl, whisk together the flour, baking powder, baking soda, and salt.
- In another bowl, cream together the butter and granulated sugar until light and fluffy.
- Add eggs and vanilla extract to the butter mixture one at a time, mixing until well combined.
- Add the dry ingredients to the wet ingredients, alternating with the milk, beginning and ending with the dry ingredients.
- Mix until a smooth cake batter forms.
For the frosting:
- In a mixing bowl, beat the butter until creamy.
- Add the powdered sugar, cocoa powder, and vanilla extract and mix until combined.
- Gradually add the milk, a little at a time, until you reach a spreadable frosting consistency.
Assembling the whoopies:
- Line a baking sheet with parchment paper.
- Drop the cake batter by rounded tablespoons onto the prepared sheet, spacing them about 1 inch apart.
- Bake in a preheated 350°F (180°C) oven for 8-10 minutes or until the edges are set and the tops spring back when gently touched.
- Transfer the baked cookies to a wire rack to cool completely.
To assemble the whoopies:
- Once the cookies are cooled, turn half of them upside down.
- Spread a dollop of frosting onto the flat side of each upside-down cookie.
- Top with another cookie, right side up, pressing gently to sandwich the frosting between the cookies.
- Repeat with the remaining cookies.
Serving:
