Milk doesn't become sweet after mixing the sugar. It tastes sweeter because sweetness blocks bitterness on your tongue. Sugar binds onto the surface of bitter taste receptors but sweet still activates sweet taste receptors (it doesn't bind onto bitter taste receptors as much). Because bitter is blocked sweet seems stronger even though not much changed.
