Are the flavors in a package of starburst random?

The flavors in each package of Starburst are not completely random. Starburst candies come in six different flavors: strawberry, cherry, orange, lemon, lime, and grape. Each package is supposed to contain a proportionate number of each flavor; however, the exact ratio can vary slightly from package to package due to manufacturing processes.
