Why hydrated salts are not wet?
Hydrated salts are indeed wet. The water molecules in hydrated salts are chemically bound to the salt molecules, so they do not feel wet to the touch. However, if you were to heat a hydrated salt, the water molecules would evaporate and the salt would become dry.
