Do you capitalize the word vodka?
The answer is No.
The word "vodka" is never capitalized unless it is used as part of a proper name or at the beginning of a sentence. For example, the name of the famous Russian vodka brand would be capitalized: "Stolichnaya Vodka".
But in general "vodka" doesn't need to be capitalized: "The Russian government is considering regulating its vodka exports".
