1. Prepare the Gelatin: In a small bowl, whisk together the gelatin powder and cold water until dissolved. Set aside for 5 minutes, or until the mixture becomes spongy and thickens slightly.

2. Dissolve the Sugar: In a medium saucepan, combine the boiling water and sugar. Stir continuously until the sugar dissolves completely.
