What Are the Procedures to Go From India to Qatar?

As a U.S. citizen, you shouldn't have any issue traveling from India to Qatar, as long as you have a valid passport and obtain a visa on arrival.
Qatar Travel Requirements

To travel to Qatar as a U.S. citizen, you must have a valid U.S. passport. You also need a visa, but you do not need to obtain one in advance. Upon arrival in Qatar, you can purchase a 30-day visa at the airport. You must not overstay your visa in Qatar or you will be fined for each day you stay. If you need to stay longer than 30 days, arrange for a tourist visa at the embassy of Qatar before you leave the United States or at the embassy of Qatar in New Delhi, India.

The major international airports in India include the Indira Ghandi International Airport in New Delhi, Chennai International Airport, Netaji Subhash Chandra Bose International Airport in Kolkata, and Chhatrapati Shivaji International Airport in Mumbai. You have several airlines to choose from to get you to Doha International Airport in Qatar, the country's only major airport. These include Oman Air, Etihad Airways, Gulf Air and Emirates Airline. However, it's Qatar's national carrier, Qatar Airways, that offers the most flights, from both major international airports in India as well as much smaller airports. Another option is Jet Airways, an Indian airline, which travels to Qatar from select cities. Check online to determine which airlines fly to Qatar from the airport closest to you before booking your flight.
Arriving in Qatar

Upon arrival at Doha International Airport, passengers are taken by bus to the arrivals terminal. Wait in line for an immigration officer to inspect your passport. You must purchase a visa on arrival from the officer at this time. You can pay with a credit card or the local currency, Qatari Riyal. After receiving your visa, claim baggage before going through customs. If you have anything to declare, you may have to pay a tax on the items. You should be given a list of what must be declared on the plane, but it's a good idea to know ahead of time in case you purchased items in India that may not be allowed in Qatar. After customs, you are free to make your way out of the airport or make transportation arrangements via taxis or shuttle service.
