You don't scald baking soda for use in cookie recipes. Baking soda is a leavening agent that, when mixed with an acidic ingredient and a liquid, produces carbon dioxide gas. This gas causes baked goods to rise. Scalding, or heating to boiling point,baking soda would destroy its leavening properties, rendering it useless in a cookie recipe.
