How to Make..General Sauce?

Ingredients:

- 1/4 cup all-purpose flour

- 1/4 cup butter

- 1 cup milk

- 1/4 teaspoon salt

- 1/8 teaspoon black pepper

- 1/4 cup grated Parmesan cheese

Instructions:
