Where does the saying a rum deal come from?

In the 1700s, British sailors were paid part of their wages in rum. Unscrupulous merchants used watered-down rum to cut costs, cheating the sailors out of their full share. The term gained popularity and came to be used figuratively to describe any shady or unfair transaction.
